ยง 375.13 Staffing

(a) There shall be a sufficient number of competent personnel to supervise, operate and maintain the premises in a safe and sanitary condition and to render the services the facility is to provide.

(b) Except in a supportive living facility as provided above, there shall be a staff member present and available on the premises of the facility to provide assistance to residents at all times.

(c) The responsibilities of the facility staff shall include, but not be limited to:

(1) developing the individual recovery plan with and for each resident, and implementation of tasks required by the plan;

(2) participation in comprehensive service planning activities for each resident with other agencies;

(3) calling physicians and other treatment personnel when necessary, and ascertaining that their instructions are followed;

(4) supervision of the diets and nutrition of residents; and

(5) maintaining required records.

(d) The residence manager must be a qualified health professional, with at least one year of work experience in an alcoholism program or a community residential facility for the mentally disabled.

(e) Additional personnel must be provided in the community residence as required by this Part.

(f) The governing authority, in cooperation with other agencies, shall develop and implement initial and annual in-service training programs for staff, including but not limited to alcoholism counseling, first aid, fire safety, federal confidentiality regulations, confidentiality of HIV-related information required by Part 309 of this Title and universal precautions against significant risk of contracting or transmitting HIV infection.
